Why IELTS isn’t always the requirement you think it is

Most scholarship-seekers rule themselves out the moment they see “English proficiency required” — assuming that always means a paid IELTS exam. It doesn’t. Governments in Hungary, Türkiye, South Korea, China, and several other countries accept a Medium of Instruction (MOI) certificate confirming your previous studies were taught in English.

That single document — usually issued free by your last school or college — can replace a test that costs upward of PKR 45,000 and weeks of preparation. This page walks through which 2026 programs accept it, what each one funds, and where to read the full official guidance before you apply.

How the no-IELTS route actually works

Ask your current or most recent institution for a letter confirming your medium of instruction was English. Most issue this free within a few working days.

Before you apply

Do I really not need IELTS at all?

For the programs listed above, an accepted alternative (MOI certificate, in-country language year, or EPC) can replace IELTS. Requirements can vary by host university within the same program, so it’s worth checking the specific call for applications for your intended university.

Is there any application fee?

None of the government scholarships listed on this page charge an application fee. Treat any agency asking for payment to “guarantee” a seat as unaffiliated with the official program.

Can I apply to more than one program?

Yes. Because deadlines and tracks differ, most successful applicants apply to two or three programs in the same intake cycle rather than treating any single one as their only option.
